Joseph W. Grad
Joe drafted the first gaming regulations in the U.S. relating to private investment funds and was the chief adviser to the PGCB on mergers and acquisitions.
Prior to co-founding Hensel Grad P.C., Joe was the founder and Principal of the Law Office of Joseph W. Grad, LLC which had a successful ten-year run providing services in the areas of gaming, corporate and healthcare law to clients of all shapes and sizes.
In his gaming practice, Joe represented individuals and entities in all aspects of gaming law across numerous U.S. jurisdictions, including advising on multi-jurisdictional licensing, contested licensing and other licensing matters, regulatory compliance with state and federal laws and jurisdiction specific regulations, suitability investigations, approval of corporate transactions, appellate litigation and emerging gaming law issues.
He has also been a frequent speaker and contributor to gaming conferences around the world and has served as a consultant to U.S. state gaming authorities, including a recent appointment to the Colorado Sports Betting Working Group.
Before starting his firm, Joe was one of the first attorneys hired by the Pennsylvania Gaming Control Board (PGCB) and served in the positions of Assistant Chief Counsel and Special Counsel for Corporate Finance & Governance. During his tenure with the PGCB, he drafted, developed and shaped many of the PGCB’s regulations, including the PGCB’s licensing regulations, and policies and procedures. In addition, he served as the PGCB’s legal advisor on matters involving corporate licensees such as providing counsel on all mergers and acquisitions concerning applicants and licensees within the PGCB’s jurisdiction.
Prior to joining the PGCB, Joe advised internet start-ups, and held positions with the Chicago law firm of Wildman, Harrold, Allen & Dixon and Siemens Building Technologies, Inc.
Joe received a B.S. in Political Science from the University of Scranton, a J.D. from the Pennsylvania State University and an LL.M. in Securities Laws and Financial Regulation from the Georgetown University Law Center. In addition, he completed graduate coursework in accounting and finance at the Wharton School of the University of Pennsylvania.
Joe is admitted to practice law in Pennsylvania, New York and Michigan (pending).
